Customer wants to upload the data with closed status

Customers want to Fulfill the data in "Risk Assessment" Report without Triggering the workflow. They want this data for the Audit Purpose .

basically, customer don't want to trigger the workflow, but they want Risk Assesmnets to be closed without triggering the workflow for the Audit purpose
